Because of the oil and egg, cookie batter requires very little liquid, like a tablespoon or 2 of flavoring in most recipes. I'd try a sugar cookie recipe if I were you, then just add a couple tablespoons of OJ instead of vanilla extract and a couple or 3 tablespoons of zest added in.Zesty Orange Sugar Cookies
3 1/4 cups all-purpose flour
3/4 teaspoon baking powder
1/4 teaspoon salt
1 cup unsalted butter, softened
1 cup sugar
1 egg, beaten
1 tablespooon Orange Juice
2 tablespoons orange zest
Powdered sugar, for rolling out dough
Sift together flour, baking powder, and salt. Set aside. Place butter and sugar in large bowl of electric stand mixer and beat until light in color. Add egg, juice, and zest, and beat to combine. Gradually add flour, and beat until mixture pulls away from the side of the bowl. Divide the dough in half, wrap in waxed paper, and refrigerate for 2 hours.
Preheat oven to 375 degrees F.
Sprinkle surface where you will roll out dough with powdered sugar. Remove 1 wrapped pack of dough from refrigerator at a time, sprinkle rolling pin with powdered sugar, and roll out dough to 1/4-inch thick. Move the dough around and check underneath frequently to make sure it is not sticking. If dough has warmed during rolling, place cold cookie sheet on top for 10 minutes to chill. Cut into desired shape, place at least 1-inch apart on greased baking sheet, parchment, or silicone baking mat, and bake for 7 to 9 minutes or until cookies are just beginning to turn brown around the edges, rotating cookie sheet halfway through baking time. Let sit on baking sheet for 2 minutes after removal from oven and then move to complete cooling on wire rack. Serve as is or ice as desired. Store in airtight container for up to 1 week.
ORANGE JUICE COOKIES
1 cup sugar
1/4 cup vegetable shortening
2 1/2 cups flour, all-purpose
1/2 teaspoon salt
1/2 cup butter
2 large eggs
1/2 teaspoon baking soda
3/4 cup orange juice
Glaze
2 1/2 cups powdered sugar
1/4 cup butter melted
1 - 2 tablespoons orange zest
Directions same as above,,,
On greased cookie sheet, bake at 400 degrees for 10 minutes.
GLAZE: Add a little orange juice you get the consistency of a glaze.
Frost cooled cookies.
Crispy Almond Orange Cookies
1 cup shortening
1/2 cup sugar
1/2 cup packed brown sugar
1 egg
2 tablespoons orange juice
1 tablespoon grated orange peel
1/2 teaspoon almond extract
2 1/3 cups all-purpose flour
1/2 teaspoon baking soda
1/4 cup chopped almonds
DIRECTIONS
In a mixing bowl, cream shortening and sugars. Beat in egg, orange juice, peel and extract. Combine flour and baking soda; gradually add to the creamed mixture. Stir in almonds. Roll into 1-in. balls. Place 2 in. apart on ungreased baking sheets. Bake at 375 degrees F for 8-10 minutes or until lightly browned. Remove to wire racks to cool.

Even if you could do - I really wouldnt. The zest of a fruit is always at its best when used straight away.Saying that .... (!)
Compost and all - you seem like a bit of an eco warrier (the best kid to be of course) so why arent you using all that wonderful lemon power for cleaning? Its a bloody marvelous thing!

1 tablespoon lemon juice
2 teaspoons lemon zest
1 teaspoon vanilla extract
For Cake: Preheat oven to 350 F. Lightly oil a 9- x 13-inch pan and set aside.
In a large bowl, sift together the flour, sugar, and baking soda. In another bowl, place the water, lemon juice, oil, vanilla, and lemon extract, and whisk well to combine.
Mix together the wet and dry ingredients and whisk well. Drizzle the vinegar over the top of the batter and whisk quickly.
Pour the batter into the prepared pan. Bake for 20 to 25 minutes, or until an inserted toothpick comes out clean.
Let the cake cool completely before frosting with icing
For the frosting: Using an electric mixer or in a large bowl with a hand-held mixer, place the soy margarine, tofu cream cheese, and nondairy milk, and cream them together.
In a blender or food processor, blend the sugar and cornstarch for 1 minute. Scrape down the sides and blend for an additional 30 seconds.
Add half of the blended sugar and cornstarch to the creamed margarine mixture and beat well to combine.
Add the remaining ingredients and continue to beat until the mixture is light and fluffy

Don't bother. When you're shopping for baking supplies that require zest, buy an orange. Resh is best by far....and one orange is cheap. Use the zest and eat the orange for breakfast the next day.
